Resto al Sud 2.0 and the Integrated Self-Employment Plan

The Integrated Self-Employment Plan (Piano Integrato Autoimpiego) is the framework through which Invitalia and the Italian Ministry of Labour support people who want to become self-employed: it brings together the self-employment measures and combines the grant with training and mentoring.

Resto al Sud 2.0 is the measure of the Plan dedicated to southern Italy, including Campania: it is aimed at young people who meet the requirements and start a new business, self-employed activity or professional practice. In central and northern Italy the corresponding measure is Autoimpiego Centro-Nord.

Requirements, eligible expenses and amounts are updated periodically: before submitting the application we check with you the rules in force and whether your project qualifies.

What is Resto al Sud 2.0?

Resto al Sud 2.0 is the Invitalia measure that supports people starting a new business or professional activity in southern Italy, now part of the wider Integrated Self-Employment Plan. It provides a start-up grant, combined with training and mentoring. Up-to-date requirements and amounts should always be checked at the time of application, because the measure is updated periodically.

Who can apply for Resto al Sud 2.0?

New initiatives started in the month the application is submitted or the month before, not yet operating, in which the majority of shares and the management are held by young people who meet the requirements: for example the unemployed, inactive people, first-time jobseekers or low-income workers (working poor). Partners without the requirements may also be involved, provided control and management remain with the eligible people. The activity can be started as a self-employed worker, freelance professional, sole trader or company (snc, sas, srl, cooperative, professional partnership).

Does Resto al Sud 2.0 have a deadline?

No: it is not a call with a ranking, but a first-come, first-served incentive. Applications can be submitted as long as funds are available, so it is worth preparing yours in good time.

How do you apply for Resto al Sud 2.0?

Only online, from your personal area on the Invitalia website, with no paper documents. The application generated by the platform must be digitally signed by the owner or legal representative and uploaded again with all the required attachments, completed in full, failing which it will be rejected. You also need an active certified email address (PEC), to which Invitalia sends all communications.

Can used goods or expenses already incurred be funded?

No. All goods must be brand new, and only expenses documented with a date after the application is submitted are eligible: the project must start after submission.

What is the difference between a non-repayable grant and a subsidised loan?

A non-repayable grant is a sum the business receives and does not have to pay back, provided it meets the commitments set by the call. A subsidised loan, on the other hand, must be repaid, but on better terms than the market: a reduced or zero interest rate, a longer term, public guarantees. Many incentives combine the two on the same project.

How does subsidised finance advisory work?

We start from your company’s project: we look for the most suitable sources of funding, check in advance whether you meet the requirements with a pre-feasibility study, draft the business plan and guide you through the application. After approval we help you monitor expenses and prepare the reports, until the file is closed.

How do you apply for a funding call?

In most cases online, on the platform of the body managing the incentive (Region, Invitalia, Ministry), with a digital signature and certified email (PEC), attaching the business plan and the required documents. Some calls are first-come, first-served and fund applications in order of arrival while funds last; others have a deadline and a ranking. A formal error can lead to exclusion: that is why it pays to prepare the documents in advance.
